Intelbase does several things the free stack doesn't, according to its own pages:

Is it legal to use Intelbase or its alternatives?
Searching public sources is generally lawful, but what you do with the results is regulated. Our Is OSINT legal? guide covers the main lines. Three of them matter most for email, phone and username lookups:
- Personal data rules. If you are in the EU or UK, or you research people there, GDPR applies to what you collect, store and share. See GDPR bites harder than the CFAA.
- No screening. Never use these tools, paid or free, to decide on someone's employment, tenancy, credit or insurance. In the US that is covered by the Fair Credit Reporting Act. See the FCRA section.
- Purpose. Check your own exposure, verify someone you are already dealing with, or carry out authorised investigations. Never use these lookups to stalk, harass or locate someone who doesn't want to be found.
Breach and infostealer data adds a further layer of risk.
