INTERPOL Red Notices represent international cooperation requests — the issuing country has issued an arrest warrant and INTERPOL has accepted the notice for circulation. The FBI Wanted list covers domestic US federal fugitives, missing persons, and "seeking information" cases.

For investigative work: a Red Notice is a strong indicator of international warrant activity but is not itself a conviction. Cross-check Red Notices against the issuing country's independent press freedom score (Reporters Without Borders index) to flag possible political abuse. What's the difference between Red Notice and Most Wanted?
A Red Notice is INTERPOL's mechanism to ask other member countries to provisionally arrest a fugitive pending extradition. The FBI Most Wanted / Wanted lists are the US Bureau's domestic prioritization lists for fugitives wanted by US federal agencies. Many people appear on both.
Are these lists comprehensive?
Red Notices: INTERPOL also issues Yellow (missing persons), Blue (locate/identify), Green (warning), Black (unidentified body), Orange (event/threat), and Purple (modus operandi) Notices. Only Red is searched here. FBI: this is the wanted persons list — fugitives, missing persons, and seeking-information cases.
Has INTERPOL ever been criticized for political abuse of Red Notices?
Yes — extensively. Russia, Turkey, China, Belarus, and other states have been documented issuing Red Notices against political dissidents. Fair Trials tracks abuse cases. INTERPOL Article 3 prohibits political/religious/racial Red Notices but enforcement is uneven.
